relating to the improvement of state finances through reduction of             
operating costs of certain state agencies and establishment of certain         
fees; and providing for an effective date" and recommended it be

It is the intent of the Legislature that the Division                         
of Parks increase the various user fees within its                             
range of public facilities and services to a level as                          
closely as possible reflecting but not exceeding the                           
national average for similar facilities and services.
